Constable for all streets below Hollywood Road.

10 a.m. to 4 p.m. - one Police Constable on traffic

duty in the European quarter of the town.

12 noon to 6 p.m. one Sergeant on general patrol and

one Police Constable for streets below Hollywood Road,

and one Police Constable for traffic duty.

I consider that the large increase in the

number of European and American tourists and other visitors

which has taken place in the last few years calls for more

European Police in the day time round the hotels and piers and

the European business quarter. In my opinion there should al- -ways be an European Police Constable on duty from 6 a.m. to 6 p.m. along the sea front between Murray Pier and Blake Fier,

where he can be readily found by steamer passengers and others,

and another between the Clock Tower and the junction of Des

Voeux Road with Pedder Street. This would require four addition-

-al men.

There should also be 2 more men for "section

duty* (supervision of the Native Police) from 6 a.m. to 6 p.m.

This would mean still another four men.

The number of Europeans on night duty fluctuates a good deal, depending on the number of absentees through sickness, leave or vacancies. Just now we have 2 Sergeants and 3 Police Constables from 6 p.m. to midnight, and the same from midnight to 6 a.m. There are at present only 5 men absent (from sickness, and leave) which is well below the average. The district is divided into 6 sections, and when at full strength there should be a Police Constable to each section at night, but this is rarely the case. The out districts have to be kept up to their full strength so that all casualties fall on the Central District. I think 2 sections is not too much for a

Police Constable to work at night, but we often have to cut it down lower than that. To keep the night duties adequately filled
